Police in South Florida are looking into charging negligent pet-owner evacuees with animal cruelty for abandoning pets.
Dozens of dogs have been chained up, left in pens or in yards as their owners have left their homes fleeing Hurricane Irma.
Palm Beach County Animal Care and Control said they took in 40 dogs in the past couple days.
