Florida's Higher Education Coordinating Council is trying to figure out a new state law that requires students to understand how our government works.
It's called civic literacy and council member Tom Feeney says there are too many people who don't have a clue.
"There is, again, a plethora of data about the ineptitude of too many Americans who have gone through serious parts of the education system in terms of basic civics understanding," he said.
Feeney adds that we need to have a basic, fundamental understanding of where America has come from, "the history of our country ... good, bad and ugly."
Every person who applies for US citizenship has to pass a test on basic history and civics.
Feeney says there's no reason they can't use the same exam on college students.
